Letter to Honorable President Rodrigo Duterte
Dear Sir,
I would go straight to my purpose since you had already much congratulatory remarks,etc.
Many appreciates how you selected your cabinet members from the best prospective candidates of our beloved country with the main goal of having a more progressive lives of every Filipino citizen.
You might have chosen the best advisers but please allow me to input some recommendations which may or may not have tackled in your concrete plan with the cabinet members from the national to the local government.
1. Decongestion of Metro Manila. Reducing the corporate tax rate of corporations outside the capital region should be implemented to encourage some to transfer their offices outside the capital if it's more practicable for them. Removing the provincial rate in my opinion would not mean an increased working class outside NCR unless some businesses would also transfer. That is only possible if it's a law, many NCR citizens, politicians would be against it, but in time, many would realize that it was a correct strategy to distribute the country's income rather than being poured only to one place. In the long run, every Filipino would feel better and many would not need to leave their families in the provinces just to live alone in the stressful metro.
2. Distribution of Tax. Head Office of the countries businesses are situated in the clustered cities of Metro Manila, and so with the payment of corporate taxes. A big chunk of the taxes should be appropriated to the proposed projects of the regional, provincial and municipal governments who contributed to those taxes. Improving COA to include more experts from different professions would be helpful to monitor and exercise a "QUALITY AUDIT" on a regular basis regarding the updates and cash flow movements. This is to avoid the gateway of taxpayer's money being stolen through corruption. Workers and suppliers should be prioritized in the projects' region unless there are overprices. Not only Makati Senior citizens or students should enjoy the benefits of other regions' operations like extraction of their mineral resources or use of there location like manufacturing or production activities or power generation.
3. Empower DPWH, DOTC, DILG and DOT. Allowing them to visit and see the highways of the highly industrialized countries would inspire them more than the benefit of letting them have a break and take vacation in Palawan. Living in Riyadh and Eastern Province made me appreciate how roads are well planned here for urban, progressing and rural areas. I am always hoping that the govenment will exercise their power of eminent domain, it might take sometime to buy the lot of an established building but agreement not to built after its long-life ends should be made now for the purpose of road widening in the near future. Our highways were standard during the Marcos regime but those were not widened to accompany the industrialization progress of the country. Accumulated business transactions or hours or deliveries or simple travel to tourist destinations are DELAYED ON THE ROAD which costs billions if accounted in years. Let's not forget that TIME IS GOLD in whatever aspect we consider. Students are encouraged to do outreach to widen their horizon no matter how intelligent they are, why not the officials? Learning is a continuing process. There's nothing wrong and pride must be set aside in basing our plans with other progressive nations' wide roads.
4. Education System. Who needs to learn so many minor subjects in college when the country needs to train experts on different fields without distractions of other professions' responsibilities like Literature subjects of the world for a country's engineer or an accountant or a nurse in the future. Artists love that but not all love poems or short stories with moral lessons. Collegians are not kids for whatever stories they already learned before or thought by their parents. College should be concentrated on EMPOWERING and preparing the youths to focus on their chosen profession and master all necessary information and experience. Filipino, Sociology, Psychology, Philosophy, Natural Sciences subjects in business and engineering or IT schools should have been used as hours for group research, taking field experiences, making websites for IT, applying their profession to Entrepreneurship etc. Let those subjects be thought to the proper courses and remove the mindset of taking profit from adding stupid subject loads. Students should be thought how to become an employer in their fields not a mere followers to what the teacher or boss says. The truth is this country have a lot of professionals who are intelligent and highly qualified employees but we are being used mentally by the rest of the world through employment abroad. They need "HOW TO BE MADISKARTE."
5. Encouraging Business. Through government initiatives, the country could potentially use it's natural powers or natural resources combined with its powerful, highly educated, potential human resources. Encouraging the establishment of cooperatives or companies to start with which would teach them the benefits of exporting and processing rubbers, coffee, mangoes, rice, cacao, sugar, pineapple, coconuts and so many fruits will bring back the old glory of the nation in the future as one of the competitive exporting countries in these agricultural products or its processed forms. We have these naturally, we should use it as an advantage. Who would not want to supply coffee, sugar and cacao (chocolate) to Starbucks for example? Here in the Middle East, there are so many in-can coconut juices or pineapples, bananas and rice sacks but comes from our neighbors like Vietnam, Thailand and Malaysia. Why not us when the potential to trade with the other parts of the world is a big business. Filipinos distributed around the world would want to buy our own rice and tuna or sardines.
6. Alleviate Poverty. Stop the distribution of cash to the poor from chunks of loans from World Bank and the like. Everybody knows that a chunk is segregated for the pocket of the few. It's already a SYSTEM in our government and it will continue as a normal transaction unless it is stopped. Everybody are not stupid not to know the saying, "don't give the fish to the poor, rather teach them how to fish."
7. Nationalism through our Education System. Remind the country that when they hear the anthem, all with few exceptions must stop. It is being forgotten as time goes by. "Pilipino Muna policy" which started during Ex-president Carlos Garcia must be improved and implemented. The Filipino notion this time is if we buy a foreign brand, we are on a higher pedestal. Some would prefer English over the common tongue to be called as more knowledgeable;eat in Mcdo only over Jollibee; Starbucks over local coffee shops; travel to HK, SG, Malasia rather than Batanes, Surigao or Palawan; imported shoes rather than locally made (a need to improve the quality though goverment inspection); and so many examples. The country is losing its pride to be a Filipino since they are westernized or many thinks that what we have is substandard. So many rich and middle class Igorots for example, even how many of the Filipinos are ignorant about them, are still very proud of it even if they live anywhere around the world. That's their pride of showing off their local culture.
When it comes to criminality, illegal drugs, terrorism and other highly punishable activities, we agree on what is right. A person should not live a shameful life, better for them to die to symbolize what is good and bad and discourage or teach the next generation on what is right in the first place. Don't be discouraged by the influence of the Church, as we have already established a separation from the state in our very own constitution. Their sole purpose is to preach the gospel and protect the victims not the criminals. We all have choices in this world if we want to die peacefully or shamefully. If they chose to go to church, the government is not stopping them. The country needs DISCIPLINE.
